JOB DESCRIPTION

Wheatland Electric is looking for an Apprentice or Journey Lineworker for our office in Garden City, KS. This is a full-time position. The job description that follows is for a fully qualified Journey Lineworker.  We will provide on-the-job training and course materials to assist an individual in the completion of the 4-year Lineman Apprenticeship program.  If you are interested and believe you are qualified in this position, email a cover letter and resume to resumes@weci.net by noon on October 25, 2021. PURPOSE OF POSITION: Journeyman Linemen are responsible for building, maintaining, removing, and repairing overhead or underground distribution lines within the scope of their training and certification in a safe and efficient manner under the direction of the Foreman.

ESSENTIAL FUNCTIONS:

 

a)      Use journeyman-level knowledge of overhead and underground line construction and maintenance to safely construct and maintain electric distribution lines and substation equipment per the safety handbook.

b)      Use rubber gloving techniques when working on energized electric distribution lines.

c)      Performs duties associated with restoration of electric service.

d)      Climbs poles of all types and performs jobs required of linemen off the poles, including changing out of arms, transformers, conductors, etc.

e)      Performs pole-top rescue in an emergency situation and participates in pole-top rescue certification annually.

f)       Operate equipment in order to construct and maintain electrical systems both cold and energized (hot) lines.

g)      Drives and operates bucket truck, aerial lifting truck, digger, trencher, forklift, and skid loader to frame and set poles, lay wire, tie wire, connect and disconnect services, and tree trimming.

h)      Inspects existing power lines and substations looking for problems, trouble shoots problems, and retires old power lines as required.

i)        Responds to power outages and member problems and trouble shoots to restore power in a timely manner.

j)        Directs, guides and trains personnel in lower level apprenticeship programs or equivalent.  All training shall contain emphasis on safe working practices.

k)      Maintains current knowledge of equipment, RUS specifications, OSHA regulations, mapping system, and other operational and regulatory systems related to the responsibilities of the position.

l)        Promotes electric use by taking every opportunity to acquaint the members with the productive uses of electricity; obtaining increased member and public understanding of the Cooperative’s objectives, plans and programs, and of rural electrification in general.

m)   Acts as backup for working foreman or serviceman, as needed

n)      Takes on-call rotation in service area.

o)      Provides information regarding the location of existing electrical lines and as requested by Kansas One-Call.

p)      Performs maintenance on street and private lighting.

q)      Installs and removes meters.

r)       Installs and removes transformers.

s)       Inspects transformer and meter connections before energizing to determine if construction codes and safety precautions are met.

t)       Maintains assigned equipment, tools, and material in a clean, safe and efficient condition.

u)      Use correct application techniques with chemicals and other products for weed and brush control and wood preservation.

v)      Participates in safety meetings and training programs as required.

w)    This position must be able to respond to electrical distribution emergencies in a reasonable amount of time based on weather conditions and must live in, or be willing to relocate to, the service area where they report to work or within the designated map areas per the union contract.

x)      Be in possession of, and have the ability to maintain, a valid Commercial Driver’s License (CDL) to allow for driving Cooperative vehicles to various Cooperative properties, conferences, and training opportunities.

 

MINIMUM JOB SPECIFICATIONS

 

·         EDUCATION AND EXPERIENCE: A high school diploma or equivalent is required.  Must pass an approved 4-year lineman apprenticeship program.

 

·         SKILLS AND ABILITIES

Required

a)      Computer Skills – The ability to use a computer and its corresponding accessories including a mouse, keyboard and monitor.  This also includes the ability to learn new software as needed.

b)      Microsoft Outlook – Basic knowledge of Outlook.

c)      Ability to effectively read and understand construction prints.

d)      Electrical Distribution System Devices – A working knowledge of overhead and underground devices such as, but not limited to, transformers, meters, capacitors, voltage regulators, switching cabinets, capacitors, fuses, breakers, circuit switchers, station battery systems and all types of circuit reclosers and other related substation equipment.

e)      Electrical Distribution System Construction and Maintenance – A working knowledge of safe working practices for construction and maintenance of overhead and underground electric lines and substations.  The ability to perform transformer hookups, proper meter connections, and set poles.

f)       Safe Switching Procedures – A working knowledge of safe switching procedures for transmission, distribution (overhead and underground) electric lines including switching as required in substations.

g)      Communication – Communicating effectively in writing as appropriate for the needs of the audience.  This includes using proper grammar and punctuation.  The ability to verbally convey information to others in a way they can understand.  This includes the ability to tailor your communication style to a wide variety of individuals inside and outside of the Cooperative.  The ability to listen and interpret what individuals are asking/telling you.

h)      Member Service – Knowledge of principles and processes for providing exceptional member service.

i)        Confidentiality – The ability to maintain confidential Cooperative and employee information.

j)        Ability to effectively read and follow operations and safety manuals.

k)      Mapping – Working knowledge of the system of mapping and able to read and to interpret maps to others.

l)        Elevation Work – The ability to climb poles up to 100 feet tall.

m)   Pole-Top Rescue – Be certified, or have the ability to become certified, in pole-top  rescue annually.

n)      Tool Use – Knowledge of the proper and safe use of the tools and equipment used in the construction and maintenance of electrical distribution systems.

o)      Heavy Equipment Operation – Knowledge of the proper and safe use of heavy equipment used in the construction and maintenance of electrical distribution systems.

p)      Problem Solving Skills – Be able to use advanced logic and scientific thinking to solve a variety of complex problems.

q)      Troubleshooting – Determining causes of operating errors and determining how to correct the problem.

r)       Detail Oriented – The ability to pay attention to details.

s)       Time Management – Managing one’s own time.

t)       Mathematics – Must possess good math and reasoning abilities as required for the job.

u)      First Aid and CPR – Be certified, or have the ability to become certified, in First Aid and CPR, and perform it effectively.

v)      Ability to pass a CDL physical exam.

w)    Ability to pass pre-employment drug test.  Also have the ability to pass ongoing random drug and alcohol testing.

x)      Ability to pass a pre-employment driver’s license check.  Also have the ability to pass ongoing annual driver’s license checks.

y)      Ability to pass a background check.

 

WORKING CONDITIONS

 

·         WORKING RELATIONSHIPS: Reports to the Foreman.  Works with employees, members, contractors, and electricians.

 

·         WORK ENVIRONMENT: Work will be primarily outside with some work in office and warehouse environments.  Controlled office environment includes normal temperatures and normal conversations noise levels.  In warehouse environment, occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; and chemicals.  The noise level in the work environment is usually moderate.  Outside environment includes extreme temperatures (-20 to 110 degrees F), in ice, snow, rain, sun, high humidity, dust, dirt, etc.

 

·         PHYSICAL DEMANDS: The position will require talking, listening, long periods of standing, walking, lifting, carrying and moving objects up to 50 lbs., climbing, stooping, bending, twisting, kneeling, reaching, pushing, pulling, working at heights, rubber gloving with rubber sleeves, and driving.

 

EQUIPMENT AND MACHINERY USED: The position will require the knowledge and use of a desktop computer, iPad, and a cell phone.  It will also require the use of tools and heavy machinery associated with the construction and maintenance of the electrical distribution system.

 

POSITION TYPE: The position is full-time and employees are expected to work 8 hours per day, during normal business hours, with intermittent overtime (to include Holidays, evenings, and weekends) required with and without notice.

 

TRAVEL: The position requires the Journeyman to travel to various Cooperative properties throughout the year.  Some traveling will also be required to attend training.  Some overnight travel will be required.
