At Prairie Land Electric Cooperative, we’re on the lookout for an enthusiastic and dedicated Manager of Human Resources who is eager to learn and contribute to our dynamic team. This position is a key role in supporting the PLE mission and obtaining the cooperative’s operational and strategic goals.

Lead the HR Department and all aspects of human resources at the cooperative. The Manager of Human Resources serves as the cooperative benefits administrator, oversees recruitment and hiring, workers’ compensation, employee engagement and onboarding, employee records and compliance, and the apprenticeship program, and oversees PLE’s drug and alcohol testing program. The Manager of Human Resources will work in unity with the executive team to create and implement employee development and training programs.  This position will require positive working relationships, personal integrity, a high level of confidentiality, and dedication to the cooperative principles.

Essential Responsibilities:

General Leadership

Lead the HR Department with accurate and timely responses to employees and management, and with awareness of confidentiality and compliance. Keep management and HR team members informed on all pertinent matters.
Continuously refine and implement a comprehensive recruitment and hiring strategy that attracts, retains, and manages a qualified workforce to ensure the future success of the cooperative.
Contribute to the development and execution of the organization’s overarching strategic plan.
Maintain the highest standards of confidentiality by safeguarding sensitive matters and confidential documents with discretion and integrity.
Support the implementation and execution of all PLE policies and plans.
Prepare correspondence and reports, and compose summaries for department board reports as requested by management.
Benefits Administration

Serve as the primary contact for NRECA’s benefits plans, serving as PLE’s Benefits Administrator, including performing all onboarding and offboarding procedures, including COBRA benefits.
Administer all aspects of employee health and retirement plans to include medical/dental/vision, 401(k), RS Plan, short-term and long-term disability insurance claims, leaves of absence, flexible spending, and all other employee benefits.
Distribute benefits information to employees, retirees, trustees, COBRA participants, and long-term disability participants to remain compliant with all applicable laws and regulations.
Administer employees’ FMLA-related leaves of absence, ensuring compliance with all state and federal regulations.
Recruitment and Hiring

Oversee the recruitment and hiring processes, including the administration of the HRIS system, candidate interviews, interview preparations, and pre-employment screening.
Direct the preparation and updating of all job descriptions.
Gather data and update the Compensate program annually.
Workers’ Compensation

Serve as the primary contact for PLE’s workers’ compensation insurer and administer PLE’s workers’ compensation program, adhering to all reporting requirements.
Work directly with the employees, supervisors, and Safety Coordinator on injury/illness reporting and return to work programs.
Collect, organize, and transmit data pertaining to OSHA regulations and compliance, including preparing the First Report, Form 300, and filing Form 300A.
Employee Engagement

Schedule, coordinate and lead employee onboarding and offboarding processes, seeking automation and efficiencies in all employee processes with a focus on promoting PLE’s culture for successful employee orientation and retention.
Assist and develop employee retention initiatives as they relate to training programs, events, or recognition and awards programs.
Plan and organize employee events, such as new hire and retiree functions and other employee service projects
Employee Records and Compliance

Create and maintain personnel files and employee forms in compliance with PLE’s records retention policy, including personnel files, benefits, and other employee records.
Collect, organize, and transmit data pertaining to Affirmative Action Plans. Report plans to and work closely with the third-party vendor to verify that all plan data is correct and ready for submission to the Department of Labor. Complete Affirmative Action program verification.
Other Essential Functions

Supervise and provide direction for direct reports.
Be available to employees, retirees, and trustees for questions and concerns and assist and counsel when appropriate.
Attend designated professional meetings representing PLE and participating as directed, using the utmost professional conduct.
When performing all responsibilities, be efficient, timely, and accurate. Constantly review work assigned to establish proper priority to meet the individual deadlines of each task/project.
Assist members/vendors/employees and the general public in a courteous and professional manner, ensuring their continued satisfaction with PLE. Work harmoniously and show respect to all fellow employees to promote an effective and pleasant working environment.
Maintain ongoing communication with supervisor regarding situations requiring immediate attention, problems/concerns, questions, etc.
Perform other duties as assigned by management, applying the same skill and enthusiasm as with regularly assigned responsibilities.
Administration

Maintains and submits apprenticeship program documentation to the Kansas Department of Labor.
Creates, reviews, and updates all personnel reports and policies, ensuring compliance in Federal and State laws[AK1] [AK2] [AK3] [AK4] .
Coordinate and administer all Federated Rural Electric Insurance Exchange insurance policies and claim submittals.
DOT-CDL Drug Testing and CDL Records
Oversee PLE’s drug and alcohol testing program and maintain all records and related reports with discretion and confidentiality.
The successful candidate will demonstrate:

Effective communication skills. The ability to effectively convey information in either written or verbal form to fellow employees, members, and the public is essential.
Problem-solving skills are required. The ability to absorb information from multiple sources, recognize the problem, and form an action plan to alleviate the problem is crucial.
Must be self-motivated and detail-oriented.
Must have a strong desire to learn and progress with electric cooperative distribution design.
Education & Experience:

Bachelor’s degree in human resource management, business, or a related field required or equivalent work experience. HR certifications may be considered in lieu of education and/or experience.
5 years in human resources, management, administration, or other related field.
Supervisory experience preferred.
Professional HR credentials (SHRM-CP, SHRM-SCP, PHR, SPHR) preferred but not required.
Proficient on computers, including Microsoft Office 365 and HRIS human resource systems
Working Conditions and Physical Demands:

Works in a climate-controlled office environment. Noise levels are low with occasional heightened phone activity. Physical exertion is minimal. Normal activity requires sitting, standing, or walking. Lifting is limited to the normal office routine, and items carried or lifted generally range from 1 to 20 pounds. To successfully carry out the duties of the position, the use of computer equipment, calculators, and copiers is required. Occasional travel by automobile or airplane is necessary.
